The Home Energy Assistance Program (HEAP)
The Home Energy Assistance Program (HEAP) is a federally funded energy program designed to assist eligible low-income households in meeting their heat-related energy costs. The HEAP program currently serves over 10,000 households in Chautauqua County on an annual basis. Over 4 million dollars in direct benefits were provided to county residents during the past HEAP season

Regular HEAP opens Monday, November 1st, 2010.
Emergency HEAP opens Monday, November 1st, 2010.
Heating Equipment Repair and Replacement opens Friday, October 1st, 2010. |
The program is comprised of two main components: Regular and Emergency HEAP.

Regular HEAP Benefits are provided to eligible homeowners and renters, including those that have heat and utilities included in their rent.
- Benefits for households responsible to pay directly for their heating costs range from $400.00 to $700.00 for regular HEAP.
- Persons whose heat is included in their rent will receive benefits ranging from $40.00 to $50.00.
- Payments vary depending on household income and type of heating.
- You may be eligible for regular HEAP even if you have money in the bank, stocks, bonds or other resources.

Emergency HEAP Benefits are available to persons who are eligible for HEAP and have an energy-related emergency such as:
- A power or natural gas shut-off
- Scheduled to be shut-off
- Have less than ten (10) days or having less than one quarter of the households fuel tank (based on standard 275 gallon tank) supply of heating fuel including fuel oil, propane, wood or coal
- Applicant owned heating system is not working
These benefits are available in addition to regular HEAP benefits.
Eligible persons must have heating and / or electric bill in the applicant's name.
Resources that were exempt for regular HEAP are considered in the determination of eligibility for emergency HEAP.
Emergency benefits are in addition to regular HEAP. |

Where to APPLY?
Persons receiving cash Public Assistance or Food Stamps will have their eligibility determined by the Chautauqua County Department of Social Services in Jamestown - 661-8200.
If you are age 60 or over apply at the Chautauqua County Office for the Aging. Office for the Aging (OFA) has convienent offices located in Jamestown - 664-8940, Dunkirk - 363-3865, and Mayviile - 753-4471.
If you are under 60 years old please apply at Chautauqua Opportunites, Inc. (COI) in either Jamestown - 338-9800 or Dunkirk - 363-6420.
